Member States have agreed not to impose fines for failing to replace tachographs until 28 February 2025.
We have clearly surpassed the initial deadline for the mandatory replacement of tachographs in cargo and passenger transport, as stipulated by EU Regulation 165/2014. Carriers operating in other member states are required to upgrade their analogue and digital tachographs (G1) by 31 December 2024. Since the start of the new year, in accordance with applicable legal provisions, international transport is now restricted to vehicles equipped with either version 1 or version 2 smart tachographs (G2V1 or G2V2).
During the Committee on Road Transport’s meeting on 18 December 2024, the Member States reached a last-minute agreement. Until 28 February 2025, inspection authorities across EU countries will refrain from imposing fines for the failure to abide by the mandatory duty to replace tachographs in vehicles engaged in international traffic within the EU.
Our December survey reveals that nearly 29% of vehicles engaged in international transport were equipped with obsolete tachographs. This agreement could prove significant for a substantial number of carriers.

Crucially, this document does not constitute the law itself and offers no absolute assurance that a carrier using an outdated tachograph for international transport within the first two months of 2025 will avoid penalties. Only time will reveal if all inspection authorities across the EU will honor this agreement.

Kindly note the upcoming deadline for the replacement of tachographs. As of 19 August 2025, all vehicles engaged in international transport within the EU are required to be equipped with the latest G2V2 tachographs. This implies that even relatively new trucks and buses, those less than two years old and primarily registered before 21 August 2023, must have their tachographs replaced by this August. Kindly avoid procrastination by planning this operation ahead of time.
